Revert default value of allowEmpty.
...
In 2.1, the default value was null, which does not impart any behavior.
In 2.2 this was changed to false, which makes it hard to validate ''
with validation methods. Move some tests around and update tests that
probably should have been failing before.

Helpers in custom CakeErrorController are lost
...
Since many exceptions do not have its own 'template' file, customized
APP/Controller/CakeErrorController with its own list of helpers could be
ignored.
This happens becase ExceptionRenderer is forced to to use _outputMessageSafe
when a template is missing. This causes Controller::$helpers to be reset with
default values.

In the default case of using files for sessions, files could
be garbage collected earlier than expected based on other session

CakeTestSuite::addTestDirectory() and addTestDirectoryRecursive()
now ignore any files that do not end in .php
This avoids any stray non-php files being parsed, especially
tilde-style backup files that end in .php~

Set::insert() failed to overwrite values that were previously
defined as strings. Remove test in SessionComponentTest that was
ensuring this bug stuck around.

Fix issue where requestAction() would not strip base url.
...
requestAction + Controller::referer() don't work well together.
Stripping the base domain, and normalizing the URL gives an application
request which works much better. This keeps RequestHandler more
transparent when overloading redirects.

Fix notice error when reading empty values.

When reading empty values a notice error would be triggered.
Slicing the first char off and comparing that solves this.

Authorize classes should remove // and leading trailing /
Without this incorrect paths that fail to match nodes can be
generated. This also allows settings[actionPath] to be
permissive in what it accepts.
