eefb2e81fa Fix issue where prefixes mid action would be truncated. 
If a prefix occured mid action name it would be removed,
corrupting the action name.

2f87992d15 File::create() does not need to change umask 
umask(0) causes all files to be created with 666 permission.
After input from jrbasso and AD7six, this was found to be an
additional code to support caching using file engine.

FileEngine has since moved to SplFile since 2.x and thus umask
juggling is not required anymore.

3f7e2f536f CakeTestSuite::addTestDirectory() ignore non-php 
CakeTestSuite::addTestDirectory() and addTestDirectoryRecursive()
now ignore any files that do not end in .php

This avoids any stray non-php files being parsed, especially
tilde-style backup files that end in .php~

Improves #2031

b3d886fe82 Fix Set::insert() not overwriting values. 
Set::insert() failed to overwrite values that were previously
defined as strings.  Remove test in SessionComponentTest that was
ensuring this bug stuck around.

fca8b1dd30 Fix issue where requestAction() would not strip base url. 
requestAction + Controller::referer() don't work well together.
Stripping the base domain, and normalizing the URL gives an application
request which works much better.  This keeps RequestHandler more
transparent when overloading redirects.

Fixes #2711

69e63b11a4 Change method to only return true/false. 
null/true/false is complicated.  Fix issues with some
of the test fixtures.  imalsonotrequired was actually required
as it's last rule didn't specify allowEmpty = true and had a range
validation rule.

bbfaa9e947 Paginating now work well with custom find methods. 
_findCount() will now pass $query['operation'] = 'count' for more flexibility.
Custom finders can distinguish the operation and return other $query if needed.

150c9fc6a3 Remove parse_str() its buggy and wrong. 
parse_str() replaces `.` with _ and drops duplicated keys, which is
incorrect.  Replace parse_str with an updated version of parseQuery
from 1.x
