Fixed deprecation warning when parsing parameters in ShellDispatcher.php
...
PHP Deprecated: strpos(): Passing null to parameter #1 ($haystack) of type string is deprecated in lib/Cake/Console/ShellDispatcher.php on line 295
It broke some behat tests for my project because PHP issued warning and then session has not been able to start correctly due to "Session cannot be started after headers have already been sent" error

Sets typehint for runCommand argument as string.
Fixes original default behavior to send string $command rather than null.

Prevent infinite loop caused when argv not set.

If shell is invoked with the wrong PHP executable (not CLI) and argv is not an array, array_search on null causes infinite number of error messages.

Removed "PHP 5" from file header DocBlocks
...
This statement does not serve a purpose anymore.
In a long forgotten world it indicated the main version number of PHP which the code in the file was compatible to.
http://pear.php.net/manual/en/standards.sample.php
But since PHP 5.1 and later this is only marginally true.
Thus I propose to remove it from CakePHP.
