Add stricter validation to TestTask.

Empty classnames, and classnames without the correct type suffix
are no longer accepted. They did the wrong thing anyways.

Camelize type of test being generated.
...
This fixes use for:
`cake bake model ModelName`
When classTypes and directories should be CamelCase.
This solves issue whereby model tests are written directly to Cases folder rather than into Cases/Model

During interactive baking fixtures would not be detected.

use the cake_console domain for everything related to the cli
...
using big po files causes a lot of noise to be loaded whenver the
langauge domain is touched - therefore avoid any cli messages from being
loaded by web requests at all.
